Unable To Delete ASCv4ExtMenu_64.dll Without Permission

» The above dll file is on my desktop and I cannot delete it. The error message says I need permission to delete it. I am the computer administrator. How do I get permission to delete it?

» Advanced SystemCare 4 is a software program developed by IObit. The most common release is 4.2.0, with over 98% of all installations currently using this version.
